TRANSFORMING EDUCATION SYSTEMS AT STATE LEVEL (TESS-PROJECT) BESDA-AF PROJECT SENSITIZATION MEETING WITH STATE AND 21 LGA SBMC MEMBERS AND STAKHOLSERS IN THE EDUCATION SECTOR. HELD ON FEB. 2023 AT CONFERENCE HALL OF THE STATE UNIVERSAL BASIC EDUCATION BOARD, YOLA

Governor Ahmadu fintiri has been commended for his free education policy that fast-tracked a smooth enabling environment for the World Bank to partner with the Adamawa State government in improving education delivery.
The Commissioner of Education and human capital development, Wilbina Jackson made the commendation during the sensitization meeting of better education service delivery for all, additional financing. Transforming education systems at state level (TESS-Project). She further stated that the state government is ready to use the reward earned from BESDA to achieve result for TESS project.
Stakeholders in the education sector in the state converged at the Universal Basic Education Board in Yola for the sensitization meeting of better education service delivery for all.
Wilbina Jackson, commissioner of education and human capital development represented Governor Ahmadu Umaru Fintiri at the event.
Wilbina Jackson who is the chairperson of the steering committee of the Global partnership for education II. Directed teachers' recruitment, deployment, and retention policy to ensure that the incentive of two thousand dollars per teacher goes only to teachers in rural areas. She pointed out that the two thousand dollars incentive will be used by the state government to better the welfare of the affected teachers.

Highlighting the objectives of the project, the project coordinator Mr. Chinda Michael Medugu said the project is to increase equitable delivery access for out-of-school children, improve literacy in focus States of Oyo, Adamawa, and katsina to strengthen accountability for results in basic education in Nigeria. The state project coordinator further buttresses the responsibilities of the SBMSs and the stakeholders as:-

State Ministry of Education will (SMoE) will be responsibilities for:
- Development of school network for identifying the level for additional school to establish and priorities for infrastructures improvement in existing school.
- Development and implementation of the teacher’s deployment policy.
- Conducting learning assessments in core subjects.
- Publishing education budged spending in collaboration with the state general accountant’s officer and SUBEB.

SUBEB will be responsible for action related to:
- Allocating school infrastructures budged for underserved communities and supporting SBMCs that receive the funding to implement school construction and infrastructure improvement project.
- The development of pedagogical support materials and monitoring of TPD, and
- Reporting on state UBE program expenditures, reporting by actively and outputs at student, teachers and school level
- SMoE and SUBEB will collaboratively work on the issues of children with special needs, financial support for children at risk of dropping out and building education resilience to mitigate the impacts of future shocks from unexpected event such as natural disaster or COVID 19 pandemic on learning and educational activities. Support will be sought from state Ministry of Health, State Ministry of Humanitarian Affairs and Social Development and Civil Society Organization who are active in working on improving access to education for vulnerable children.
- Local Government Area (LGA) Local Government education Authority (LGEA) will be responsible for Teachers deployment / redeployment within its boundary, with support from SMoE and SUBEB.
- Schools and SMBCs will be responsible for managing and overseeing infrastructure, upgrading and construction, the grants and teachers coaching support.
